Finally Cayman Islands Central Planning Authority (CPA) are introducing new building codes, these should be updated every 4 years with a fuss but not here we are still using 1999 codes which are out of print and the issuing body has gone. It taken them over six years to introduce this new code since the the code has been revised twice, thus inspectors have to be retrained each time. We have some of highest power rates per KWh in the developed world and average temp over 80 F on an annual basis. So when I ask the simple question are you bringing in the Energy Code? - this standard sets the lowest allowable requirement for energy saving in a building..... the reply is NO - it political... What does that mean!!! It gets worse I told if you want to build to the Energy Code the Building Inspector are trained to inspect it but the Building control unit (BCU)are not going to enforce it! OK I say when you say it is political what the hell does mean. It means if you want then please on behalf (of CPA/ BCU) ask the Politicians to bring it in. Unbelievable the Government body responsible for building standards wants a private citizen to lobby the Elected Government to bring in new building standards to enforce new construction must have for example insulation in the roof or AC unit which does not cost the same as your mortgage to run. As the last political election was fought on putting country first how hard can it be to lobby them to get an energy code which will reduce the cost of living for new construction and maybe even retro-fitting existing. I spoke to someone today who spends over CI$ 1000 per month on electricity, I spend on average CI$ 200.00 per month over the year and plan to get that down to CI$ 20.00 per month shortly. IT IS TOTAL MADNESS TO NOT HAVE AN ENERGY CODE IN THIS COUNTRY!!
