NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the worlds largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and South Central), Kenya, Ethiopia Yemen, Djibouti and South Sudan. The Finance Assistant is responsible for the day-to-day financial accounting tasks at the Kismayo office under the overall guidance and supervision of the Head of Sub Office. Job description Generic Responsibilities: • Comply with Financial Handbook and other NRC policies • Verify that all vouchers and supporting documents are according to standards set in the Financial Handbook, and enter them into the accounting system • Make approved payments • Record all cash movements • Follow up on advances and refunds • Prepare and arrange for bank withdrawals and transfers and present for verification • Maintain the filling system for all financial and accounting documents • Prepare periodic financial reports and submit for review Specific Responsibilities: • Ensure accuracy of all invoices, payments, vouchers and receipts together with their supporting documents, and accurately enter in the accounting system as appropriate • Prepare and arrange for bank withdrawals and transfers and present for verification and ensure the recording of all cash movements • Follow up on advances and refunds for the sub office • Maintain an accurate and updated financial and accounting files and transactions • Maintain a proper back up, filing and archiving system for soft and hard copy for all financial and accounting documents for the • Assist in accounting procedures reviews to ensure compliance with all the applicable accounting laws and statutory regulations in SC, and NRC policy requirements • Assist in preparation of financial reports, budgets and budget monitoring for projects in SC • Prepare annual returns to Government bodies in SC (if any) • Prepare the monthly payroll for staff and incentive staff for approval • Assist where applicable in bank accounts and cashboxes reconciliation Qualifications Generic professional competencies for the position: • Minimum of 3 years experience in Finance, accounting , administration • Diploma in Finance/Accounting • Certified Public Accountant level II • Experience from working in accounting in a humanitarian/recovery context • Previous experience from working in complex and volatile contexts • Documented results related to the positions responsibilities • Knowledge about own skills/profile Context related skills; • knowledge and experience • Knowledge of the context in Somalia • Knowledge of English and the Somali local language • Knowledge in auditing Personal qualities • Planning and delivering results • Working with people • Analysing • Handling insecure environments We offer • Commencement: As soon as possible • Duty Station: Kismayo • Salary/Benefits: According to NRCs general directions.
