Financial Manager: Norwegian Peoples Aid Deadline: 24 March 2014 An International Development Organization is seeking a Financial Manager in their Zimbabwe Programs. Norwegian Peoples Aid (NPA) is a non-profit making International Organisation and in Zimbabwe and seeks to employ a Finance Manager with effect from 1 May 2014. Position summary This is a senior position that requires a mature, professional person of high integrity .The Finance Manager (FM) will play a key role in performing and leading in budgeting, compliance & Grants Management and Reporting, Compliance with Donor Rule and Regulation and Administrative and Personnel duties. The FM oversees several projects and supervises finance and administrative staff. The FM will be overall in charge of financial reporting duties and exercises for Zimbabwe Development Program (DP) and the Mine Action Program (MA). The FM will work under direct supervision of Regional Director and the Program Manager Zimbabwe. Areas of responsibility The Finance Manager shall be responsible for - Designs, improves and maintains effective financial and purchasing systems and processes - Serves as the principal to the PMs and RD on all matters relating to financial management - Strives to enhance collaboration between Finance and Operation/Program.(DP and MA) - Budgeting and Cost control - Ensure that the Country programs approved budget or budget amendments/ revised are correctly recorded/ updated into Agresso and ensure the budget amendments processes are in accordance with NPAs policy/ procedures and donors requirement - Financial management and reporting for donors (via our Head Office in Norway) - Accounting functions supervision and Development - Co-operate with the NPA auditor; follow up audit report to be submitted to HO on time - Draft and maintain all contracts/ monitoring: donors and partners - Keep the NPA procedures up date (financial hand book) - Assist the Program Manager with delegated day to day administrative duties - Assist Program Manager with Personnel duties - Administration of Organizational assets - Budget Monitoring and Control of NPA Partners budgets, expenditure and audits - Assist in financial capacity assessments and reviews of NPA partners financial systems and budgets. Specific duties - will be specified in the job description for selected candidate. Qualifications - University Degree in Accounting, Finance or related field or equivalent work experience required - Post graduate degree/diploma - A minimum 10 years experienced in Financial and management in an International Development Organization - Good understanding of budgeting and financial follow up - Knowledge of Agresso financial accounting package - Verbal and written proficiency in English - Sound and good understanding of local labor and tax law - Sound and good understanding of personnel management - Sound and good understanding of administrative management - Team building, motivation, analyses and decision making - Good monitoring and evaluation skills - Good computer skill - Gender analytical skills - A clean 4 drivers license Added advantage - Background of Information Systems or Information Management - Systematic and structured - Analytical - Good communication skills - Cross-cultural communication skills - Ability to work under pressure and unsupervised - Honest and work hard - Understanding of Results Based Management To apply Applications with detailed CVs and certified copies of qualifications should be sent to: The Programme Manager P.
