Finished a first draft of short, medium, and long-term outcome explanation for those outcomes identified in the Logic Model E. Program Outcomes Short-Term - Create community awareness Due to starting budget of zero dollars, I am utilizing the infrastructure already in place for business development and marketing from Facebook by building a Business page titled Serious Games for Program Planning. In this page, I will be posting game designs for the E85 Game as well as detailed information on program planning included in this paper. I am also posting the link to the E10 Game and the E10 game design. My objective is to connect with people who are either interested in funding Serious Games or to connect with people interested in programming Serious Games. As an individual unaffiliated with an organization, grant funds are not available, or they are very hard to come by. Due to the difficulty in attracting interested individuals and parties for Serious Games, I will conduct marketing and business development through the Facebook page through regular posts and by developing additional game designs for various public health socioeconomic situations demonstrating laws, policies, and initiatives. Through this first phase of marketing and business development, I will track “Likes” to determine how many people are exposed to the content of the Serious Games. Based on the assumption, that I will either connect with funding or programmers to develop the E85 Game, I will be posting the game on the Business Facebook page and tracking “Likes” to also determine exposure. Comments will be monitored and responses made for game improvement and marketing improvement. Comments will substitute qualitative and quantitative surveys; although, surveys might be developed later to help with further improvements efforts, especially after games get developed and posted on Facebook. In addition to getting exposure through Facebook, marketing efforts will be made through conferences and other related organized community meetings. The key will be to reach as many people as possible so more people know about E85 Fuel and the government laws, policies, and initiatives for E85 production and consumption. Through business development, business partners and stakeholders will become part of the game design and marketing efforts. The games themselves will be free so there are financial interests in business partners and stakeholders. Because there are multiple components of the E85 Game including automobiles, production facilities, fueling stations, and the government, different entities might have specific interest or objective in the game design. One example is that ethanol can be produced through at least nine corn ethanol plant types differing by the process fuels employed, use of combined heat and power, and production of wet distiller grains and solubles, which can have distinctly different energy and greenhouse gas emission effects on a full fuel-cycle basis. growthenergy.org/images/reports/Wang_ethanol_emissions.pdf Medium-Term – Increase production and consumption of E85 Fuel The purpose of the E85 Game is to educate the general public on the E85 fuel production and consumption cycles as well as public policy and to introduce concepts and basic social, economic, and governmental relationships. The take-away from playing the E85 Game is that the user is able to retain some basic understanding of E85 or he or she is more familiar with E85. By learning about E85, the assumption is that people will begin to notice the infrastructure of E85, both built and through public policy, and therefore, more people will take advantage of the opportunities in place for E85 production and consumption. Opportunities include production grants, tax credits for production and for Flex-Fuel automobiles and upgrades, and fueling stations with lower fuel cost. Through self-realization, community utilization of existing E85 production and consumption infrastructure can increase and there should be more applicants and more use of grants and other funding sources. Through higher use of funding, the built environment should increase through new production facilities and more fueling stations. By informing the public on E85, more consumers could potentially realize the benefits of E85 Fuel and take advantage of tax credits to purchase Fuel Flex Vehicles or upgrade their fuel tanks to be compatible with E85Fuel and utilize E85 fueling stations more often. Demographics of production and consumption behavior will be tracked using data from the US Department of Energy Alternative Fuels Data Center for Ethanol including data on Global Ethanol Production, Estimated Consumption of Alternative Fuels by AFVs, and U.S. Consumption of Ethanol and MTBE Oxygenates. E85 marketing and growth will continue throughout the medium-term timeline by reaching out to communities and organizations through conferences and other community meetings. Relationships with stakeholders and business partners will be strengthened and marketing of the game and even the game design could be strengthened through input from stakeholders and business partners as well as from users of the game. Raising awareness of government laws, policies, and initiatives will create more opportunities for E85 growth and it will create allow the public policy to reach its intended and optimal levels as planned by the government and other organizations. Long-Term – Reduce air pollution and improve health Long-term outcomes represent the objectives that had been determined prior to planning the program. These objectives were the starting point and the program was the means to getting there. The main objective was to help lower cancer rates through improved air quality based on the assumption that air pollution is a major cause of cancer. By specifying the exact plan of action to reduce air pollution, automobile emissions became the central focus, and ethanol fuel was determined to be a relevant example of a fuel. E85 initiatives are not well known by the general public and the Department of Agriculture has explained that they have a lot of funds dedicated to ethanol production that are not used. EISA 2007 made available federal assistance in the form of the following grant money for biofuels industries: • $500 million for FY08-FY15 for the production of advanced biofuels that have at least 80 percent reduction in lifecycle greenhouse gas (GHG) emissions relative to current fuels. • $200 million grant program for FY08-FY14 for the installation of fueling infrastructure for mid-level biofuel blends, including E85. • $50 million for FY08 or until spent for cellulosic ethanol and biofuels research and development grants. ncreasing awareness of E85 has potential to increase production and consumption of E85 fuel through increased utilization of opportunities such as grants and tax credits as well as lower gas prices than gasoline. Long-term measurements will be tracked through the County Health Rankings and Roadmaps, which offers an easy and reliable data tool for air pollution (daily fine particulate matter) and health (Health-related quality of life (HRQoL)). Long-term goals from the game are also in coordination with government goals through EISA, which includes provisions to increase the supply of renewable alternative fuel sources by setting a mandatory Renewable Fuel Standard for transportation fuel sold in the United States to contain a minimum of 36 billion gallons of renewable fuels annually by 2022.
