Fireground command must be overwhelmingly implicit in nature. Implicit command structures can be defined as an environment where company officers can make decisions and take actions using initiative to affect a favorable outcome on the fireground based on the end state intent of the incident commander (Commander’s Intent) in the absence of direct orders. Explicit or “Mother May I” command models fail to accept the pervasive attributes of uncertainty, chaos, fluidity, time pressure and the human element on the fireground. Explicit command seeks to establish a level of control that is detrimental to tempo. Implicit command is not fixated on control, but rather contingent on trust and encourages tactical initiative at every opportunity. Explicit command structures are ridged and rooted in a culture of taking no action unless otherwise ordered to.
