As the latter two has demonstrated, the presence of risk factors should not prevent a city (or business or person) from progressing or simply - going on business as usual. If there are three concepts I would like you to learn, its 1) risk 2) issue 3) crisis. Understanding the three allows us the appropriate response pre emptively in the case of 1 and 2 and proactively in the case of 1, 2 and 3. The inappropriate response can worsen or escalate a 1 to a 2 or worse, a 3. 1) Risks are inevitable in everything. Lying in the Ring of Fire puts us under risks of earthquakes and volcanic eruptions. Shouldnt prevent us from proceeding with life / business as planned; 2) Issues - unmitigated risks can escalate into an issue and can explode into a crisis ANYTIME; and 3) Crisis is any incident, whether man -made (a result of unmitigated issues) causes a temporary disruption in lives and business. Bad things happen to good people (businesses etc) all the time.
