First Draft: Thisslandic Naval Code The Navy of the United States of Thissland is responsible for the maritime and wartime safety of the mainland and assets abroad of the UST. The Navy will employ an Air Corps, Submarine Corps, and at least two Carrier Groups with never more than one at port. The Navy must also have available Thisslandic Navy Seals ready to deploy within 4 hours to a forward operating vessel responding to a potentially hostile crisis. The USTN will be responsible for patrolling the coastal and territorial waters of Thissland, protecting merchant vessels chartered out of Thissland and those requesting military escort whilst inbound, as well as responding to any and all distress calls from civilian or military vessels in International or Coastal waters. Naval Captains are to use their own discretion so as not to be lured into an enemy ambush while responding to a distress call. Naval Captains are to be sworn to uphold a limited Executive Branch Office when making decisions involving foreign vessels, civilian or military. If engaged by an enemy combatant or suspected terrorist threat, Naval Captains have the right and responsibility to identify their attacker(s) and return fire with all deliberate haste and hostility to end the threat to their ship or a civilian target. There is no need or compulsion to request permission from Thisslandic headquarters to return fire if fired upon. Captains should use their good judgement when choosing to engage a target that is threatening a civilian or allied military vessel.
