First Nations Summer Programming Prince Albert National Park Statement of Work June 13, 2013 1. Objective: By contracting First Nations and Métis artists and presenters (referred to as ‘third party contractors’) , Prince Albert National Park(PANP) provides authentic opportunities that enable visitors to create meaning and (re)establish natural and cultural connections to the national park. 2. Background: The Visitor Experience team schedules aboriginal programming each summer and would like to enhance this type of visitor experience by engaging creative, experienced third party contractor(s). One or more than one contractor may be awarded the contract to develop and deliver one or more than one weekly programs this summer. A large teepee is situated on the lawn beside the visitor information centre, across from the main beach, that provides an appropriate venue for aboriginal programming. Aboriginal programs currently offered by park staff in the teepee this summer include the following: • Mother Earth as Healer (Mondays 2-3pm) • Traditional Crafts & History (Tuesdays 2-3pm) • Aboriginal Games (Saturdays 2-3pm) • Home and Hearth (Sundays 3-5pm) All of these programs incorporate themes and subthemes from the PANP Master Interpretive Plan (see attachment) with a focus on bison related themes. Third party contractors are encouraged to use the Master Interpretive Plan to develop their program proposal to ensure that they meet the objectives of this contract. Scheduling of the third party contractor(s) will not be concurrent with other interpretive programs being offered this summer (see attached poster/schedule for Guided Interpretive Experiences). 3. Scope of Work/Responsibilities of the third party contractor(s): • Collaborate with park staff to develop First Nations/Métis program(s)/demonstration(s) that incorporate one or more park themes; this entails at least two face to face meetings, extensive email correspondence and telephone communication; dates and times of the program(s) to be determined by the third party contractor and park staff to ensure there is no conflict with existing interpretive summer schedule; • Provide a script and documentation of the proposed program; • Provide props, costumes, musical instruments, and program material required for the third party program; • Deliver weekly program(s) for up to 9 weeks beginning in July, 2013 in Waskesiu Lake, Saskatchewan; accept constructive feedback by Parks Canada staff and be willing to modify program(s) if required; • Contact the interpretation unit if an emergency arises and you are unable to deliver program; provide an alternate presenter/artist to deliver the program; provide contact information of alternative presenters at the second face to face meeting; • Provide a report, including recommendations for future third party opportunities; • The third party contactor is responsible for all costs associated with the program, including transportation, meals, etc. 4. Responsibilities of Parks Canada: • Provide background materials regarding Parks Canada, Prince Albert National Park such as the Master Interpretation Plan and summer schedule; • Provide the venue (teepee in Waskesiu); • Provide collaborative support in the development and scheduling of the program; • Provide an entry work pass to access Waskesiu Lake while delivering the third party program; • Market the program to visitors; • Provide constructive feedback to the third party contractor following first two programs and periodically thereafter 5. 2013 Schedule: Midnight, June 20, 2013 Deadline to receive proposals June 24, 2013 Meet face to face with Visitor Experience staff at Waskesiu Lake to review program objectives June 26, 2013 Submit draft of program script June 28, 2013 Attend second face to face meeting in Waskesiu Lake to finalize program June 29-September 2* Deliver weekly programs *Dates to be confirmed 6. Basis of Selection One or more than one third party will be contracted to deliver one or more than one weekly summer program. Selection will be based on creativity and experience delivering engaging interactive First Nations programming. How well the program meets the objective of this contract and how well it incorporates park themes will also be evaluated. 7. Basis of Payment Upon completion of the entire contract to the complete satisfaction of the Parks Canada representative, payment will be made in two installments within 30 days of invoice received on July 31, 2013 and Sept 2, 2013.
