Fiscal Sub: Mutter:call to order. Asked council a few weeks ago if we were compliant. Thinks if we pass a budget not compliant wed be doing the same thing. Can go thru exercise of line items but not comfortable voting on it if were not compliant Dimodica: then why are we here? Do We have an answer from the town. Mutter: No. But hopeful of getting answer prior to Apr 7 Fiorello: whats your intention Mutter: we cant pass a budget knowing its outside the statute. Thats how I feel. With all due respect its been a few weeks and we still dont have answer. But we have to submit budget. Questioning if our committee does BEP matter? Dimodica: there are certain things we spend on not required in BEP. AP classes, sports. Maybe we ask RIDE if we are compliant. Thornton: RIDE will prob not give you a definitive answer because really town is responsible for determining whether we are adequately funding BEP Teel: have we set adequate funds aside for BEP. We would offer more if properly funded. Argues if town is not giving money close to what it costs to fund BEP then we are not compliant Mutter: we asked the finance director at a joint meeting weeks ago. It would look very different if the council asked us a question and we didnt give an answer. Prignano: spoke with finance director on phone today. Spent 45 mins Mutter: ive received no communication that were getting answer. All i know is if on the 7th we send a budget to the town thats not inside the BEP....were in between a rock and a hard place. Dimodica: is this budget within the 4% of town allowed Prignano: it is exactly 4% Teel: i feel like we are always a little afraid to advocate for the kids and what theyre entitled to. We all know were not compliant. I advocate that we present the budget with what we need for BEP. We continually ask for budgets under what we are entitled to.
