Fixed Penalty Notices to tackle absence from school Tomorrow, the council’s Cabinet committee will be asked to approve the introduction of £60 fixed penalty notices (FPNs) which could rise to £120 for regular unauthorised absence from school. The council are required by the Welsh Government to introduce a code of conduct to tackle regular non-attendance at school. The issuing of FPNs could start in September. A child would need to have 10 sessions or 5 days of unauthorised absence in a school year before their parents could be issued with a fine. The council will only retain revenue from the FPNs to cover administration costs, with the surplus passed to the Welsh Government. torfaen.gov.uk/en/News/2014/July/14-Cabinet-to-consider-fines-for-regular-non-attendance-at-school.aspx
