Flimflam mean a dishonest behavior meant to take money or property from someone. In this case, BESE and the RSD have taken school board property from the citizens of New Orleans and refuse to give the property back. RSD also wants to take control of New Orleans taxpayers’ millage money, authorize loans to charter schools, and charge an origination fee to process the loans. In 2005, while the city of New Orleans and its citizens were dealing with the aftermath of Hurricane Katrina, the Louisiana legislature passed Act 35 giving control of over 102 schools to RSD. Prior to 2005 a school with a SPS of 60 or below was considered a failing school. After the Flimflam move by the legislature, a school would be deemed failing if the SPS was 87.4 or below. In 2010 BESE adopted a policy for RSD to keep the transferred schools beyond the initial 5 year placement – Flimflam. In 2010 BESE adopted a policy to allow non-elected charter boards to vote and decide if their charter school would remain with RSD or return to local control – Flimflam. 2014 – BESE refused to return John McDonogh High School facility back to local control and allowed RSD to continue to offer more charter schools within the city of New Orleans even after OPSB asked for all of its property back– Flimflam. 2014 – RSD seeks to gain control of New Orleans school millage – The Flimflam move is to now take control of taxpayers’ money through the disguise of a cooperative endeavor; authorize the non-elected charter boards to make loans from the millage and to charge the charter boards an origination fee to process the loan of public money. 2014 - Citizens of New Orleans unite to demand that democracy be restored to the local elected school board – Stop the Flimflam. 2014 – Citizens vote NO and reject the millage and RSD’s plan to remain in New Orleans for an additional 15 years – Stop the Flimflam! https://m.youtube/watch?v=lrw7QSrcPwg
