Folks...those of us who think that the so called tyranny of Numbers in parliament will get the better of a referendum had better READ ARTICLE 257 of the New Constitution headlined AMENDMENT BY POPULAR INITIATIVE with their night vision goggles on.....Our Amendment relates to the Objects, Principles and Structure of Devolved Government as stated in Article 255(i)...... Article 257 in part states; The promoters of the popular initiative shall formulate the said Amendment into a draft bill and send it to the IEBC to satisfy if it meets the requirements of this Article(257); the IEBC then satisfied submits the draft bill to each county assembly for consideration within three months;from the counties its taken to parliament and if passed then taken to the President for assent; IF PARLIAMENT FAILS TO PASS THE BILL THEN IT (BILL) SHALL BE SUBMITTED TO THE PEOPLE IN A REFERENDUM.....A proposed Amendment (Bill) shall be approved by a referendum if {1} at least 20% of the registered voters in each of at least half of the Counties vote in the referendum and {2} the amendment is supported by a simple majority of the citizens voting in the referendum......Folks if parliament fails we shall do it ourselves.
