Following the Kabwe Conference in Zambia in June 1985; a draft ANC discussion document analysed the debates taking place within Nationalist Party think thanks about the future Constitution of SA.The paper argued that the Freedom Charter needed greater elaboration and popular appeal so that it could be better understood by a wider audience.....It went on to suggest that the ANC needed to develop a Bill of Rights and a set of constitutional guidelines that set out the kind of democratic political regime that SA could expect under an ANC Government. Oliver Tambo thus appointed a constitutional committee that was mandated to answer the question:We know what we are against, but what are we for and what kind of country do we want?
