Following the comments from the EU that a toll charge as proposed by Spain would be illegal, the Spanish Government is now saying that their plan is to adopt a Congestion Charge on the lines of the one operating in London. But the aim of the one in central London is to discourage commuters who come in to work not to use their cars and instead use other forms of public transport thereby decongestant central London. So one would assume that the Spanish Government would raise a congestion charge on all the Spanish citizens that commute daily into Gibraltar in their cars to earn a living denied in their own homeland.
