For a fourth time, the restitution hearing for former Wabash County E-911 coordinator Colby Rigg of Bellmont has been postponed in Wabash County Circuit Court. A restitution hearing was scheduled for yesterday, but upon agreement between Rigg’s attorney Brian Shinkle and special prosecutor David Rands, the hearing was delayed yet again and was not rescheduled. A telephone hearing between the sides was scheduled for August 20th. Last September, the 31 year old Rigg pled guilty to one count of forgery and one count of official misconduct for mis-appropriating county funds. As part of the plea agreement in which 8 of the 10 original felony counts were dismissed, Rigg is to pay restitution to the county. In addition to the restitution, Rigg was sentenced to two years’ probation and a month and a half in the Wabash County Jail which has already been served.
