For a successive Referendum to happen..... Referendum is an uphill task for you cord fraternity. Step 1. Collect one million signatures. Step 2. Submit the signatures to IEBC for verification. Note that they should be from all the counties and not only cord backyards. Step 3. The IEBC to forward your questionnaires to all the 47 counties for deliberations and approval. Step 4. At least 24 of the 47 counties must approve the questionnaire. step 5. If they are approved by at least 24 counties, then Iebc will notify the two houses, both the senate and National assembly who will put the matter to discussion and consequently to a vote. Step 6. Both houses must approve the referendum with a vote of two third members of both houses. CHALLENGES. 1. Cord does not recognize the role to be played by iebc yet they have not amended the constitution to allocate the role to an international community. 2. It ll not be easy task to Marshall 24 counties, Nairobi playing a swing state role. 3. Cord cannot win such a weighty matter in both houses. Tyranny of numbers. 4. Even if the matter is put to referendum. Still, Jubilee wields tyranny of numbers. I am sure chord has no informed legal advice.
