For the folks that live on Camp Foster... ----------------------------------------------------- An Open Letter from Colonel Thomas A. Pecina, Camp Foster Commander: Dear Residents of Camp Foster Towers 376, 377, 378, and Kishaba Housing, I want to thank you for your continued patience and understanding as we work through water issues on Camp Foster together, understanding that the complex water system here affects us all, and one small change in one location can produce unintended effects in other parts of the system. Recently, the residents of towers 376, 377 and 378 began experiencing what is referred to as “hard water.” This started happening on or about the 4th of November because we made small changes to the water system network, opening and closing certain valves and lines. We have been doing this as part of overall water system improvements on Camp Foster to improve the water supply to continue to attempt to improve water pressure in Kishaba Housing, where residents have been experiencing regular water outages. Part of the changes we made on Nov 4th was adding the use of an additional water line which had not been used in some time. The water passing through that line then became “hard” as it absorbed minerals. That then caused what many have complained about in towers 376, 377 and 378 – water spots, the feeling of a white film or powder on skin or clothing when washing, and white mineral deposits when boiling water. It is very important to note that calcification and the resulting “hard” condition of the water is perfectly safe, and remains potable for drinking and daily use. Those of you who grew up on well water probably experienced this in your home towns. We conduct regular water sampling which complies with both Japanese and U.S. water regulatory law, and want to reassure you that your water is safe. We did not expect this to happen, and apologize for any discomfort or questions you might have experienced. Though the water remains safe for consumption, we are now reversing the changes made on Nov 4th which will lower the “hardness” of the water to towers 376, 377 and 378. Residents of towers 376, 377 and 378 should start to see improvements with “softer” water in a couple of days from now as the “hard” water is removed from the system. Residents of Kishaba Housing, whom have experienced slightly better water pressure since the Nov 4th change, likely will see slightly lower water pressure as we reverse the change made. But please be assured, we are continuing to make adjustments and continually seek new ways of making enough water available to maintain the pressure in your Kishaba water lines. And for everyone on base, we can all help each other by conserving water, especially during peak usage hours of 7-9 a.m. and 6-8 p.m. If you have specific concerns about your water, or any other housing issue, please continue to call 634-HOME, where your concern will be recorded and we will do our best to get you an answer or the repair you need as quickly as possible.
