For those asking where the billions of donations that came in for Yolanda here is what I know: Total foreign aid pledged: PHP 71,010,446,819.82 (USD 1,626,032,076.66) cash: PHP 44,152,835,736.04 (USD 1,011,033,311.26) non-cash: PHP 26,857,611,083.78 (USD 614,998,765.40) Total assistance received by government: PHP 15,258,861,291.05 (USD 349,404,897.78) This is according to: gov.ph/faith/ This accounts for aid given to government. Most of those received were dispersed through different national agency (e.g DSWD, NHA, etc) and spent through relief operations and rebuilding materials. So the different national government agencies will account for the funds they received. Sadly, I am aware that some of these agency will include in their reports donations given directly to survivors and make it reflect that its part of what they have received and spent when they did not. How? They went to the survivors and made them include donations that they received from NGOs in their government distributed green card. This way... Even if they just gave 1 bag of rice... If an NGO gave a survivor another bag... The green card would reflect that the government gave both. What happens to the rest of the budget that they have to account for may disappear. So thats what I know here on the ground. I hope this helps everyone asking me.
