For your information Contracting out was not raised during the entire negotiations - over 20 months and through the mediated process - so its not on the table for discussion. As for grievances time - they have up to now been able to take as much time as they wanted - over 2000 hours in 5 years with over 80% of their grievances being withdrawn or abandoned. As a result, the City wanted to align grievance handling with that of other contracts and put a figure down - which is 10 hours a month anymore would have to be paid by the Union. So we are not limiting the ability of handling a grievance we are just saying if you need more hours in a month - the union would have to pay for the members time.
