Fort Gordon Green Matters Special Edition..... ENVIRONMENTAL PERFORMANCE ASSESSMENT SYSTEM (EPAS) EPAS is the Army’s program for assessing installation level environmental performance. With the Army’s development and implementation of Environmental Management Systems (EMS), the EPAS program now includes environmental management performance auditing. EPAS assessments provide Garrison Commanders with an objective assessment of their compliance posture and determine the effectiveness of their EMS, providing a baseline from which Garrisons can mitigate environmental risks that could negatively impact mission, community, and the well being of our Soldiers. All active Army installations are assessed on a 3-year cycle. The EPAS is a multimedia assessment of a installations compliance status. There is an external and an internal EPAS. The external is conducted every 3 years by USAEC on a risk schedule. The internal is conducted by the DPW, Environmental Division on an annual basis. The US Army Environmental Command (USAEC) will perform an External Environmental Performance Assessment (EPAS) on 26-29 August 2013 at Fort Gordon. The scope of the multimedia inspection includes all activities, units, tenants and contract operations on the installation. Once the assessment is completed, the executive summary of findings is briefed to the Garrison Commander. External and internal findings are complied into a web-based database and added to the Installation Corrective Action Plan (ICAP). The Environmental Division maintains the ICAP by tracking the progress of the outstanding findings until they are closed. The ICAP progress is briefed quarterly to the Garrison at the EQCC meeting.
