My bet is that behind the scenes Putin called up the Europeans and told them if they supported the USA he would shut off their oil. Obviously the USA wants to knock out Syria to clear the way to Iran, because Iran sells China their oil. So China likely did the same thing in collusion with RUssia by calling Obama and letting him know they would dump their US dollars and treasury bonds if he proceeded with the plan and create US dollar hyperinflation by flooding the market.
