Sept.2010 After lapsing of deadline for filing of Petition for Exclusion on Aug. 31 2010 Bel-Air villagers’ vigilance and strictness main weapon against flying voters THE Bel-Air community will have to act as one and prevent flying voters from voting in their village. This comes after the lapsing last Aug. 31 of the period for the filing of a Petition for Exclusion from the voters list against individuals with questionable addresses. Village Voice learned that barangay chair Victor Gomez Jr. in July wrote Comelec –Makati election officer Juliet Villar to request for the exclusion of around 300 names from the voters list. The move, sources say, stems from the village’s bid to ensure a clean voters’ list after a check showed that there have been some questionable data that includes addresses on the said names. These individuals, Gomez, in his letter pointed out are not residents of the barangay, while some have used the addresses of homeowners who do not even know them or of vacant houses and lots to comply with the address requirement for registration. Sources from the village also took note that the most shocking information received is the discovery that many of the 300 names used number 40 Solar St. where the village’s community center is located as their address. Though Villar, in a response to the letter sent by Gomez cited that her office does not possess the authority to remove the names of the concerned individuals from the voters list as this authority belongs to the courts, she informed the barangay chair that 85 of 300 names have already been stricken off the list. The city election officer also cited that her office will call the attention of the Office of the Civil Registrar of the city and ask them to submit the list of deceased persons to update the voters list by removing the names of those who have passed away. The barangay have also written the Bel-Air Village Association (BAVA) to seek its support in the bid to cleanse the voters list. Though the period for the filing of the Petition for Exclusion and Inclusion have ended, the Comelec main office’s Legal Opinion Department told this paper that residents of the concerned barangay can file a complaint with the election officer of the city or municipality versus the individuals suspected to be flying voters. The residents of the concerned barangay, the office stressed, needs to stand guard and be vigilant in order to prevent these illegal voters from serving the purpose set by unscrupulous groups ad individuals. The complaint filed, it added, will be heard by the regional director. This was the same statement issued by Comelec spokesperson James Jimenez in an interview with a major daily recently. “If you see people who are not residents of your barangay. Report them to your election officer for exclusion from your voters list,” he said in that report.
