Nationalists argue that establishing the NPC with the powers presently vested with the Provincial Councils would jeopardize national security. For some leftists, the nationalists are seeing crocodiles in a tea cup, as they have not studied the constitutional provisions in respect of the Provincial Council System (PCS).
