Fracking panel to include law expert Nova Scotia’s Hydraulic Fractur¬ing Review Expert Panel is adding a legal expert. A release from panel chairman David Wheeler, the president of Cape Breton University, said the decision comes following feed¬back from stakeholders and sub¬sequent discussion by the panel. Constance MacIntosh, the director of Dalhousie University’s Health Law Institute and an asso¬ciate professor with the Schulich School of Law at Dal, joins the panel. MacIntosh’s “background in health law and policy, with an emphasis on regulatory regimes, water quality and aboriginal law made her the ideal candidate for this role, said the release. A small panel of legal experts with specific knowledge of oil and gas and environmental regulations will be assembled to advise MacIntosh as required. Wheeler also announced the appointment of an aboriginal outreach officer. The move comes following advice from expert panel member Kevin Christmas. Deborah Ginnish has been hired to work in collaboration with the Assembly of Nova Scotia Chiefs and a technical working group they have established to help determine best practices for community engagement. Ginnish will also be working in collaboration directly with chiefs, elders, women and youth groups during her outreach, according to the release.
