Franklin County Veteran Service Commission JOB DESCRIPTION: Veterans Benefits Specialist Job Title: Veterans Benefits Specialist Civil Service Status: Classified Employment Status: Full Time, Non Exempt, Bargaining Unit Report To: Assistant Director Duties and Responsibilities: • Advise and assist persons in the Armed Forces of the United States, veterans, spouses, surviving spouses, parents and dependents in presenting claims or obtaining benefits from the Department of Veterans Affairs, State of Ohio, or the Franklin County Veterans Service Commission • Take applications for financial assistance from eligible veterans, active-duty members of the Armed Forces of the United States, or the spouse, surviving spouse, dependent parent, minor child, or ward of a veteran or active duty member of the Armed Forces of the United States in accordance with Title 59, Ohio Revised Code and existing agency policies • Conduct, review and investigate each financial assistance application to ensure all required documents and pertinent information is included with the application prior to approval or submission to the Veterans Service Commissioners • Responsible for complying with all established policies and procedures governing financial assistance. • Responsible for approving up to $2,000.00 for financial assistance and up to $500.00 in food assistance per financial assistance applicant if eligible and in accordance with policies • Confer, advise, prepare and issue requests through the use of Department of Veterans Affairs, State and County offices within the United States of America and in some cases internationally in order to obtain vital records, public documents, such as birth, marriage, divorce and/or death certificates • Conduct nursing home and home visits as needed • Maintain knowledge of other community agencies criteria and ensure that eligible clients have those resources available to them • Participate in civic functions to inform public of services rendered, rights and benefits of veterans and eligible dependents as required • Act as a liaison between veterans and their dependents with other community agencies • Perform clerical duties relative to job functions, such as filing, typing, scanning, faxing, copying, collecting statistics and data, etc. • Attends schools with the National, State, and Veterans Service Organizations to maintain required certifications and/or accreditations • Remains current in knowledge of legislation and regulations affecting present and former members of the Armed Forces of the United States, such as the Department of Veterans Affairs, Ohio Department of Veterans Service, and Department of Defense • Assists with other office duties as assigned or as needed • Cross training in other related positions are required on an ongoing basis Other duties as assigned Requirements: • Must be a veteran of the Armed Forces of the United States who served on active military duty and received an Honorable Discharge or Honorable Separation • High School graduate or G.E.D. equivalent • Must have computer skills and knowledge of software applications, preferably Windows XP, Microsoft Office • Strong telephone and face-to-face communication skills with all types of individuals, including those with emotional and physical handicaps. • Ability to investigate and counsel applications; read, comprehend and interpret various laws and regulations • Ability to prepare well written reports and compile accurate statistical data • Must be able to maintain effective working relationships with staff associates and the general public • Must maintain confidentiality of sensitive and personal client information. • Ability to comfortably communicate with all levels of County and outside agency personnel. • Neat, professional appearance to properly greet the public and represent the Franklin County Veterans Service Office. • Responsible for complying with all established policies and procedures established by this agency • Shall be certified by the Ohio Department of Veterans Services (ODVS) within 18 months to include meeting training requirements & accreditation as established by ODVS and the Ohio Revised Code, Title 59 • Must be able to lift up to 25lbs. • Valid State of Ohio driver’s license. • Must pass required background investigation. Beginning compensation is $17.50/hr., has county medical benefits, contributes to OPERS. Must be an honorably discharged veteran, 180 day probationary period, bargaining unit position, and applications being accepted until Aug. 9.
