Free flow of Indian workers to Singapore? The Comprehensive Economic Partnership Agreement (CECA) between Singapore and India has run into trouble since several years ago. Particularly, India is miffed that Singapores tightening of the number of foreign workers contravenes the CECA agreement. The step has irked India as the new law does not give India a preferential treatment incorporated in the Comprehensive Economic Partnership Agreement (CECA) between the two countries, operational since 2005. This stance by the Singapore Government is expected to affect Indians working as middle-level managers, executives and technicians. (Business Standard, Feb 2013. See report in the comment section below.) Little has been reported about this in the Singapore media. I am not sure what to make of it either, to be honest, but here is the full CECA document. In particular, Chapter 9, which has to do with the movement of natural persons between the two countries. Have a look and see what you make of the agreement. It has agreements such as this one: Neither Party shall require labour market testing, economic needs testing or other procedures of similar effects as a condition for temporary entry in respect of natural persons upon whom the benefits of this Chapter are conferred.
