From Hal Rogers, the Fifth District House Representative: Dear Mr. Halverson: Thank you for contacting me to express your support for H.R. 525, the Industrial Hemp Farming Act. It is good to hear from you and I appreciate the opportunity to respond. The Industrial Hemp Farming Act would amend the Controlled Substances Act to exclude industrial hemp from the definition of marijuana, therefore making it legal to grow industrial hemp and sell it in the United States. This legislation has been referred to the House Energy and Commerce Committee and the House Judiciary Committee. While I respect your opinion, I remain unconvinced that Kentucky needs a pathway for industrial hemp and most notably, that the benefits of H.R. 525 outstrip the social and financial negatives of approving this legislation. Putting aside the fact that industrial hemp cultivation is already permitted under current law provided the grower has obtained proper licensing, our marijuana eradication efforts are already straining for resources. Approval of H.R. 525 will further stretch local, state, and federal law enforcement officers in visually distinguishing the two plants. This confusion and the potential comingling lends itself to an easier path for illegal marijuana growth in the Commonwealth. Secondly, there appears little evidence to date that hemp will be an economic boon for Kentucky. It is important to note that, a study conducted by the U.S. Department of Agriculture concluded that U.S. hemp markets "are, and will likely remain, small, thin markets" and also cited "uncertainty about long-run demand for hemp products and the potential for oversupply" among possible downsides of potential future hemp production. Finally, like you, I am committed to creating economic opportunity in Kentucky, which is why I believe we would be better served to focus on more important issues like getting our federal deficits under control and tackling the existing drug epidemic which has wreaked havoc on our rural communities.
