From Ken MacNamee: Concerned Delray Citizens and City Commissioners: Trash rate quotes are in for 5 bidding haulers in the attached file below. The file is not very informative because it lacks (1)- takeoffs, (2)- the resulting extended cost, and (3)- current trash rates and the extended cost. However, I can provide an accurate estimate of the Residential only savings and they are substantial. The lowest bidder is Southern Waste Systems (SWS). Its proposed Residential rate structure for the Citys four service types will result in a 24.0% Reduction in overall collection charges. Annualized, it amounts to a $956K Reduction. For a curbside container customer, the monthly cost should fall from $13.02 to $9.54 ($3.48 per mo.). Even if the City were to remain with Waste Management (WM), residential collection rate charges would drop 18.3%, or $731K. Its monthly collection curbside container charge would fall to $9.38 (currently $12.27) for a monthly customer cost from $13.02 to $9.99. (In 2008, WM raised its container charge from $6.86 to $11.14 (75% increase) and the then Commission didnt go out to bid. So, WM is now quoting is $9.38 (15.8% lower than what they were charging us on 10/01/2008). For the 5 year period, WM has now proven we were HAD for multi millions of dollars!). Thats right! WM drastically slashed its current charges! Oh, the magic and wonders of something as simple as competitive bidding! In August 2012, Commissioner Frankel cast the deciding vote not to bid the contract with the now obvious inflated rates. He was misled by staffs fallacious and biased presentations ( primarily former City Manager David Harden and to a lesser extent, current Community Improvement Director Lula Butler). Trash customers have lost well over a million dollars since that vote-- an expensive lesson for voters when you elect Commissioners lacking the basic sense to get competitive bids. Dont forget Commissioner Frankels two cohorts-- former Commission members Woodie McDuffie and Angeleta Gray! I was unable to calculate the savings for Commercial trash customers because again there are no takeoffs in the file and I dont have reliable estimates like I do for Residential. However, it appears that SWSs rates are also lower than WMs for Commercial customers. Hopefully, the City will revise its attached file submission to include takeoffs, extended costs and current rates so that a reader will quickly be able to see grand total of costs for each bidder and the resulting savings. That is how the Solid Waste Authority reported its bidding results for the County last year. For the past year, I have been stating Delray trash customers could save $1.2M annually with competitive bidding. Well, I must admit I was WRONG. Well save even MORE if the City accepts SWSs quote! For Concerned Delray Citizens, it will probably take at least 6 months for the lowered rates to go into effect. However, I recommend that you continue to follow the developments and send your comments to the Commissioners.
