From Mayor Toba of Rikuzentakata: We hear on the news there was snow inland yesterday. Our long and difficult winter has begun. We have also heard of the typhoon that hit the Philippines. Yesterday afternoon there was news of a medical team/international emergency response group that left for the Philippines. The deputy of the doctors team is said to have talked about how they plan to express thanks for the assistance given [to Tohoku] post-diaster. We here in the disaster area can do very little, and as such were grateful the central government has expressed this thanks on our behalf. It seems Japanese are at times perceived to be slow to act even when our feelings are in the right place. As such, this quick response makes us even more grateful. We also had an earthquake here measuring a three on the Japanese scale. When we become used to [these earthquakes] even something abnormal becomes normal. When will we be finally able to feel real peace of mind? Tomorrows high temperature is supposed to reach only 6 degrees Celsius. Stay warm and lets keep going.
