From Rob Robinson ( slightly modified) Im going to stupidly try to educate people as to what is taking place here. Since I first saw this, quite some time ago now, I myself had to do a little research-which is what EVERYone should do, when there is something they dont understand...instead of flyin off the handle ignorantly. First off, the Chair is NOT a voting member of the House. The Chairpersons sole job, is to administrate proceedings, according to the established procedure voted on and passed, by the House. That means, that the Chair can NOT define language of proposals that are not already passed into law. This is why the Chair keeps responding to repeated queries of definition, that the Chair cannot define proposals that are currently up for debate, because the DEBATE, defines the language of the proposal. If the Chair COULD define language of proposals, debate could go on indefinitely-if the Chair kept changing definitions, and no vote would ever come about, because the House would continuously debate the language, over and over. Secondly, the House Resolution (HR 5021 - https://congress.gov/bill/113th-congress/house-bill/5021) has to do with a funding bill. Which, while it may/may-not be constitutional, addresses where monies will come from and what, exactly, those monies will be available for, for the Department of Transportation (DOT: a constitutional agency as set forth in the U.S. Constitution to assist in the regulation and promotion of trade between the states) to fund programs and/or employees to carry out the mission of the DOT. The performance depicted in this brief video, is nothing more than sensationalism, deliberately acted out, to confuse the average American, who doesnt understand what theyre viewing, and create the idea that chaos is the order of the day. The representative played his part well, depicting frustration, anger, sarcasm and character attacks on other representatives who were not even present, in an attempt to sway public opinion (C-SPAN viewing audience, and now, uneducated internet audience) in opposition to the HR, and possibly affect voting opinion of the representatives proposing whatever changes may have been written in, PRIOR to the vote. The whole reason the language was changed, was because neither side liked the idea of ANYone proposing a vote on an issue that they werent even on the committee to be educated about the subject. Hence the reason why only the Majority Leader (boss of all the people on the House Oversight Committees-ALL of them) or that Majority Leaders designee (in the event of absence) could bring THAT particular subject (any proposed DOT legislation) up for a vote. Its a simple procedural issue, that the speaking representative did, SOLEY to waste time, and entertain citizens, while the rest of the House was off enjoying their favors, bribes and off-duty criminal activities. In simpler terms, it was a farce. An act. Subterfuge. All designed to panic uneducated fools into thinking that foul play was afoot. Cmon folks, if youre GONNA play at being a well informed citizen, then ya GOTTA know youre talking about.
