From SNL News ERCOT expects to release grid impacts of EPA CO2 rule on plants by mid-November By Christine Cordner The Electric Reliability Council of Texas Inc. is expecting to report in mid-November on the potential impact on the states wholesale power market of the U.S. EPAs proposed carbon dioxide standards for existing power plants. ERCOT CEO and President Trip Doggett broke the news during a presentation at the ERCOT board of directors Oct. 14 business meeting. He also said the grid operator expects to release study results in late December from its evaluation of the cumulative potential impacts of the rule and other recent environmental regulatory initiatives, including the EPAs Mercury and Air Toxics Standards and Cross-State Air Pollution Rule (...) Also during the meeting, the ERCOT board, through its consent agenda, approved various nodal protocol revision requests, including NPRR 611, which modifies the methodology used in ERCOTs capacity, demand and reserves, or CDR, reports for calculating the capacity value of wind during peak load periods. In effect Nov. 1, NPRR 611s approach calculates the wind capacity value as the average historical wind availability during the top 20 peak load hours over a multiyear period, expressed as a percentage of installed wind capacity. It also calculates the capacity values for summer and winter peak load seasons and coastal and noncoastal wind resources in the state.
