From an Euromaidan Press source: Luhansk Ammunition Plant, also known commercially abroad as Luhansk Cartridge Works has been dismantled and plundered by Russias troops and taken to Russian Federation with its humanitarian convoys . Not only small arms ammunition was made there but more importantly, the machinery necessary to produce ammunition production lines was designed and made in Luhansk in a specialised workshop using advanced CMC machines and a R&D bureau. That means that the means to restart a production line somewhere else have been seriously compromised. The necessary powder was as well produced in the region. There is a project to launch an ultra modern small arms ammunition factory within two years to replace this loss. One hopes there is another solution to compensate this loss quickly because a full blown war usually needs 10s of millions of rounds.. So far, there is still no war logistics implemented and help from other countries is clearly necessary.
