From an official police press release in relation to arrests made at Balcombe on 19th August, only 7 of the 29 arrests were for substantive offences, the remainder were on suspicion of committing offences. As the police were ever present and witness to whatever occurred (or did not occur!) how can there be so many arrests for suspicion of offences being committed rather than for substantive offences unless there were orders from above to the foot soldiers instructing them to make spurious arrests with a view to aiding crowd dispersal on the basis of generating fear through obvious miscarriage of justice.
