West High Avenue (State Route 39) is scheduled to reopen at noon tomorrow, in the city of New Philadelphia. It has been closed between 7th and 10th Streets since mid-September for a $2.37 million safety improvement project that included widening to provide a two-way, left-turn lane. Work also included new curb and gutters, ADA curb ramps, sidewalks, storm drainage, and new waterlines. All major work impacting traffic was completed during this road closure, eliminating the need to restrict traffic again next spring. Only surface paving, sidewalks, and residential driveway approaches remains next year. Bolivar Resident Reports Fraud... A Kerns Drive Bolivar resident filed a complaint with the Tuscarawas County Sheriff Department yesterday afternoon that he was defrauded of nearly $1,500. Tuscarawas County Board of Developmental Disabilities (TCBDD) has been accredited by Ohio Department of Developmental Disabilities (DODD) for a period of four years – the highest accreditation possible. A DODD summary covering 448 points of review showed that TCBDD met standards in 428 areas for a 95.54 percent compliance rate. The summary noted only six areas recommended for improvement: two in service planning, two in incident reporting, one in physical environment and one in early intervention services. Lupi said all six areas have been addressed and plans of correction have been implemented. The state review team visited TCBDD on September 10 and 11 to study operations and processes. They are implementing measures that save money and help the environment. At First Presbyterian Church of Athens, Pastor Rob Martin says addressing greenhouses gases that lead to climate change seems like an overwhelming challenge, from a global perspective. But he says if each person takes simple steps to reduce energy use, it will add up and make a difference. First Presbyterian Church of Athens was recognized for its energy-efficiency efforts in the E-P-As 2013 ENERGY STAR National Building Competition. Martin says they reduced energy use 20 percent for the past 12 months and in the process, prevented an estimated nine-point-two metric tons of greenhouse gas emissions.
