From the Hays Constitutional Republicans to All Hays County and Texas Republicans A Resolution in Favor of the Republican Party of Texas Platform and in Opposition to Proposition 6, on Texas November 5th, 2013 Ballot WHEREAS Proposition 6, a proposed Amendment to the Texas Constitution authorizing the distribution of $2 Billion from Texas Rainy Day Fund to the State Water Implementation Fund for Texas (SWIFT) is on the November 5, 2013 Texas voter ballot; and WHEREAS Proposition 2, which was narrowly passed by voters in 2011, authorized $6 Billion in bonding authority for water projects, which has to-date gone unutilized, indicating there is no financing crisis to be resolved; and WHEREAS the recent passage of HB4 restructured the board of the Texas Water Development Board, reducing the number of Board Members from 6 to 3, essentially putting the 50-year future of Texas private land development in the hands of 3 unelected, politically-appointed seats; and WHEREAS Proposition 6 creates and sustains programs and policies that are in direct opposition to the Republican Party of Texas Platform (2012), including the following: •We understand that our economic success depends upon free market principles (Preamble, pg1) •A free enterprise society, unencumbered by government interference or subsidies (Principles, pg1) •We decry the appointment of unelected bureaucrats (Preserving American Freedom; Limiting the Expanse of Government Power; Unelected, Appointed Bureaucrats, pg2) •We reaffirm our belief in the constitutional concept of the right to own property without government interference, and that property ownership and free market enterprise forms the foundation of our collective wealth (Government Takings and Restrictions, pg 3) •The taking of property under eminent domain... should specifically exclude seizing private property for public or private economic development (Government Takings and Restrictions, pg3) •We encourage government to divest its ownership of all business that should be run in the private sector and allow the free market to prevail. (Bailout and Subsidies, pg17) •Preserve a strong rainy day fund (State Budget Compact, pg18); and WHEREAS the Republican Party of Texas Platform (2012) further urges that Every Republican is responsible for implementing this platform (Enforcing the Platform, pg6) THEREFORE BE IT RESOLVED that the Hays Constitutional Republicans call on all Texas Republicans to vote No on Proposition 6 on November 5th, and encourage our local and state elected officials to follow the ideals and guidance set out in the Texas Republican party platform. This Resolution was passed unanimously by the Hays Constitutional Republicans on October 8, 2013.
