From the scale of 1 to 10, how do you score President BSA III in appointing former Senator Ping Lacson as Rehab Czar? Just heard the 8:15 am today August 4, 2014 - interview of Rehab Czar Ping Lacson by Joe Taruc. Based on the interview, I have learned the following: 1. That the overall budget is not only 100 Billion but 170 Billion Php. 2. That it took 8 months for the Rehab Czar to start the drafting of the Comprehensive Rehab Plan due to the reason that the Czar by himself publicly admitted the fact of his being novice or completely at ground – zero anent technical side of the job assigned to him being not an engineer or urban planner but a former military officer. 3. That in the absence of an office, lack of funds and nowhere to start, what the Rehab Czar did in January of this year was only to poll additional support from multilateral and private sectors – the response of which he said was overwhelming. Congrats then… 4. That the Czar utilized the initially-pooled funding to hire an expert as his Assistant Czar plus hired three of his former Senatorial staff members and the five of them all-in-all started the drafting of the plan with the participation and inputs of line agencies, HLURB, DPWH, DOLE, DSWD, DOH and DENR No mention of NEDA and DOE that I heard so far. 5. That according to Joe Taruc, the Rehab czar is not happy with his assignment and the latter opts not to be personally-involved in the Rehab Plan’s implementation. Based on the above-enumerated facts and circumstances, the following questions come to my mind for perusal and comment by the public, they are as follows: A.. Does the public have the right to know who is the Assistant Czar that we can probe his expertise; more particularly, his understanding of the causes and mitigation thrusts and initiatives against the ever-erratic global climate and weather pattern occurrences, community-organizing, cooperativism, livelihood-skills training, fire and calamity proof design construction of mass housing, available programs of the Socialized Housing Finance Corporation’s Community Mortgage Program, Land Bank’s policy on availment of loans by the Cooperative, sustainable income generating projects, energy generation using alternative green energies, values formation, sustainable people empowerment and most important of all, the establishment of a self-reliant and self-sustaining community? B. Does the utilization of inputs from the think-tanks of the already-mentioned line-agencies a tenable and logical move and decision? I deem it noteworthy to mention here that President BSA III has a very poor grade-score in appointing a former military officer and lawmaker who is a non-technical man or a science and technology expert to become the nation’s rehab-czar. Thence, the result became topsy-turvy, that is: the supposedly-effective iron-fisted-implementor was erroneously tasked to become a technical think-tank and after think-tanking, now refused to implement what he think-tanked; ergo, in here we can ask, where is now the win-win result in such an appointment of Ping Lacson as Rehab Czar by President BSA III, aver? C. Since it is evident that the 170 Billion Php funding will be divided from among 173 cities and municipalities, does it follow then that much of the funding will just go the pockets of corrupt mayors, contractors, suppliers and their agents instead to be spent on the rehab, welfare, recovery and empowerment of the Yolanda survivors? D. Instead of putting a wrong driver, wrong conductor and unqualified people as passengers to board the bus, do you think it would have been better that the government-right after the tragedy-had opened a website whereto all people and experts around the world can forward their suggestions on-line on how the Rehab Plan should and must be? The confined or selective consultation and participation only of those people already occupying the line-agencies is deemed to be unsustainable, nepotistic, not win-win and promoting dissent and non-cooperation by and of the people.
