From this mornings newsbrief: After the approval of the increase of 5% to the added value tax (IVA for its acronym in Spanish) to match the rest of the country at 16%, which took place in the early hours of today, and while the tax to pet food was being presented, the Senators members of the conservative party known as PAN left the session where the tributary reform was being discussed. The Senate approved the 5% added value tax increase in border areas, including BCS. A total of 68 senators from the PRI (the party that President Peña Nieto belongs to), PVEM (the Green Ecologist party) and a fraction of the PRD (the left wing party that López Obrador belongs to) rejected the reserves being promoted by legislators of PAN, PRD, and PT (the left wing worker party). The senators against the tax increase got only 55 votes to back their counter-proposal. The approval of the fiscal miscellaneous, part of the tributary reform, which corresponds to a change in the Income Law, will go into effect in 2014. The specific taxes are; for Income Taxes change in the following: 10% tax to Mexican Stock Exchange earnings, 31% to earnings of 500 to 750 K per year, 32% to earnings of 750K to 1M per year, 34% to earnings of 1 to 3M per year, 35% to earnings of more than 3M per year. Other taxes included in this miscellaneous are: increase to 16% Added Value Tax in border states (including BCS), 16% tax to pet food, 5% tax to junk-food with more than 275kcal per 100 grams: snacks, chocolates, confectionary products, fruit and milk candies, peanuts, ice-creams, puddings, custards and lollipops, 1 peso increase per liter in flavored drinks and sodas,. Airlines will collect the migratory service tax to any passenger leaving Mexico. The taxes that were not approved were the ones proposed to tax school tuition, real estate sales and leases and mortgages. The Ministry of Health of BCS announced the numbers of classic and hemorrhagic dengue fever which to date are of close to 1,000 patients with this ailment. Araceli Garcia Rivas, sub-director of health services for the BCS Health Ministry said that to date the epidemiologic surveillance national system repots 986 confirmed cases of dengue fever and 88% of these cases are reported in Los Cabos county. The mayor of Los Cabos said that the spraying and prevention programs will continue and he invited all residents of Los Cabos to maintain their yards clean and free of any materials that may store even small amounts of water to avoid the continued spread of this disease. The Director of Civil Protection, Wenceslao Pettit Jacinto, reminded all residents that this hurricane season is not over yet and invited residents to stay alert of the formation and evolution of new weather phenomena. He said that erratic phenomena, such as Raymond, are monitored. Pettit Jacinto said that at present time Raymond doesn’t present any danger for Los Cabos. The forecast is that when Raymond is combined with a cold front there will be a chance of rain. The hurricane season will be officially over this coming November 30 and until then there is a possibility of new phenomena in the Pacific Ocean. The Municipal Director of Ecology and the Environment informed that the forced opening of the estuary to the sea has caused a grave ecologic impact that has not been controlled and is worsening. The currents caused by the opening have washed numerous marine species to shore, which has prompted locals to catch these species, however local fishermen have abused and are conducting indiscriminate fishing in a protected area. This has forced the authorities to conduct surprise operatives to stop and detain people who are fishing illegally.
