Fui Fiadjoe asked, Kobina.....what institutions shd we have in the 4th republic?” Response: The first institution we need is the Ministry of Productivity, Efficiency and Effectiveness (MPEE). This ministry shall be responsible for assessing all the systems and processes in other institutions and recommend and enforce the implementation of processes which removes bureaucracy, leaves room for bribery and allows inefficiency. 2. An independent Committee for Investigation of Corruption which should be set up by appointments from the Parliament and the Supreme Court. It shall be a 7 member committee. Two appointments from parliament, two from Supreme Court and 3 elected by the people. 3. The National Planning and Development Board (NPDB) should be given the powers of execution and integrated with the Ministry of Finance. The NPDB can then take over the planning and incorporate budgeting for the various municipalities. We can then integrate our goals for development into budgets. 4. Some Institutions needs to be merged. Like the Ministry of Transportation and Ministry of Aviation. Just waste of money. These are some of the efficiencies the MPEE must correct. 5. An independent committee should be set up to review and implement changes to the constitution to ensure a document fit for naturally eliminating opportunities for corruption. For politicians and public servants are as faithful as the opportunities for corruption.
