GAUTENG OFFICE OF THE PREMIER POST: ASSISTANT DIRECTOR: DEMAND MANAGEMENT REF-05401 Centre: JOHANNESBURG Directorate: SUPPLY CHAIN MANAGEMENT Salary: R270 804.00 (PLUS BENEFITS) REQUIREMENTS: A National Diploma/degree in Purchasing or related field with a minimum of 3 years relevant experience in supply chain management or Grade 12 (or equivalent qualification) with a minimum of 5 years extensive experience in a governance, demand management and implementation environment. Thorough knowledge of the PFMA, Treasury Regulations, Framework for Supply Chain Management, PPPFA, and other relevant legislation, as well as the ability to implement these prescripts. Proven experience Demand Management and Implementation environment within government and extensive supervisory experience within SCM environment. Advance computer literacy, good interpersonal and communication (written and verbal) skills will be a necessity. DUTIES: To provide efficient and effective demand planning and management services including monitoring and evaluation of the demand plans to the branches of the Office of the Premier. Manage the development of procurement plans by end-users; Implement Demand Management Process (Perform needs analysis, market research and feasibility studies). Assist users to assess their procurement requirements by providing them with the necessary information which includes regulatory, procedural and technical. Facilitate the compilation of the demand plans with branches in line with their operational plans. Perform expenditure analysis with respect to goods and services procured; Consolidate the end-users procurement plans in the overall procurement plan for the department. Coordinate the submission of the procurement plan to Provincial Treasury. Compile and Maintain the Annual Departmental Procurement Plan Determine strategic sourcing methods. Assist the branches in the implementation of the demand plans as well as updating of the monitoring tools (commitment register) established to monitor this implementation. Ensure that the procurement of goods and services is in line with the demand plans of the branch. Liaise with and advise branches on the implementation progress of their demand plans. Compile monthly spending reports per branch showing the execution/realization of the demand/procurement plans. Allocate tasks and supervise the entire DPM unit; Generate reports on budget holder procurement against their demand plans for management. Management and development of staff. Development of systems and improvement of work process flows so as to enhance team performance. Lead and guide team to adopt best practice throughout and to adhere to procedure compliance i.e. the SCM, PFMA and Treasury regulations.
