GHMC flooded with bldg permission applications TIMES NEWS NETWORK Hyderabad: With the Greater Hyderabad Municipal Corporation (GHMC) planning to reintroduce the mortgage rule for structures that come up in plot area of 120 sq yards or above again,there is a spurt in building permission applications,especially for ground and two upper floors. As many as 3,500 applications were received by the GHMC in just two months (April to June 1,2013).Of them,3,040 applications pertained to ground and two (G+2) floors,which generally come up in 240 sq yards or below and are permitted by circle-level offices.LB Nagar circle logged the highest number of applications,712,followed by 323 in Alwal circle,260 in Kukatpally and 197 in Rajendranagar circle. During 2012-13,the GHMC had given 14,885 permissions and of them 12,886 were G+2 floors.Only 1999 applications pertained to G+3 floors and above.Similarly,8,559 G+2 permissions were released by the circle offices against 10,221 building permissions issued in 2011-12. Generally,building permissions for G+2 floors are more in the surrounding areas,where there is scope for development.At the same time,many small builders have been taking permissions for G+2 floors and converting them into apartments and selling them to gullible people violating the building norms, GHMC chief city planner GV Raghu said. As of now,the mortgage rule would be applicable for structures that come up in plot area of 240 sq yards and above,where the owners,who seek building permission,have to mortgage either 10% of the permitted built up area or one floor to the civic body.The mortgaged portion would be released if the owner constructs the building without deviating from the sanctioned plan and obtains occupancy certificate from the municipal authorities concerned.The civic body has powers to seize the mortgaged property if the owner deviates from the sanctioned plan and constructs unauthorized structures. Until May 2011,the mortgage rule was implemented for structures that come up in 120 sq yards (100 sq metres) or above by the municipal administration and urban development (MA&UD) department.However,it was relaxed and was being implemented for 240 sq yards and above plots due to pressures from various quarters.
