GOV ANSWERS 3, 5, 7, 12 WAEC GCE GOVERNMENT; (3a) Authority is defined as the formal or legal right to make and enforce laws or policies which the citizens obey. (3b) i. By voting - this involves selecting and electing a political leaders by casting votes during an election process. ii. Racial and ethnic groups- groups are formed to enhance participation in political society and discussing political issues. iii.
