GUIDELINES FOR PRELIMINARY ENVIRONMENTAL IMPACT ASSESSMENT (EIA) FOR AGRICULTURAL DEVELOPMENT 3.7. ENVIRONMENTAL MANAGEMENT PLANT An important aspect of an EIA process is the identification of monitoring which the project proponent should undertake during and after establishment phase of plantation development. These requirements ought to be developed as an Environmental Management Plan (EMP). The monitoring program me should generally identify:- (i) The type of monitoring required, for example, water quality measurement; (ii) The location of monitoring, ideally to be identified or marked on a map; and (iii) The types of measurements to be undertaken, for example dissolved oxygen (DO) The monitoring requirements together with the mitigating measures are developed into an EMP. In agricultural development, the EMP ought to including to include the following:- (i) Management and control of soil erosion and river siltation; (ii) Management of run-off to minimize flood; (iii) Management of crops and control of pests; (iv) Conservation of unique habitat and biodiversity; (v) Environmental monitoring and auditing requirements; and (vi) Responsibilities and role of project proponent of the protection of the environment.
