Gag order?:-). National Risk Reduction Management Council (NDRRMC) headed by an Executive Director. I noticed something wrong here. NDRRMC is just a council. Council means a group of people brought together to consult, deliberate, and make decisions. So a council is a legislature but not Congress. However, NDRRMC in the Philippines coordinates disaster preparations and reports to the President the progress. Who are the risk reduction managers being directed by the executive director? The LGUs? If so, was there any directives as a result of consultations and deliberations coming from executive director to be implemented by risk reduction managers which are the LGUs? Who consults, deliberates and make decisions inside NDRRMC, is it a consultative body? Who executes, the LGUs? I think NDRRMC function as council should be
