On the verge of concluding his speech at the Panchayat Conference, yesterday, Gandhi was interrupted by one of the sarpanchs complaining that they have not received any assistance from the state government. High drama was witnessed at a meeting addressed by Gandhi as sarpanch Parikshit Singh of Udhampur district accused Omar-led government of doing nothing for panchayats while the Congress vice-president in a veiled attack on NC made a strong pitch for empowering the grassroot institutions. Sir, I am also a sarpanch. All sarpanchs are with you. We all sarpanchs from Congress are with you and are ready to dedicate our life. But we have a complaint. While we got everything from the central government, we got nothing from the state government, Singh said, backed by other irate panchayat members. As Gandhi noticed the commotion, he on Wednesday, assured the sarpanchs that he had come to the state only because he was interested in fighting for their empowerment. But, today, Gandhi chose to refute Omar’s claim. He replied: the Sarpanch did nothing wrong, reports said. “He was yelling about providing the necessary powers to the panchayat members which the state government has failed to provide till now,” the Congress scion was quoted as saying. The Congress and National Conference in the state have locked horns over the implementation of seventy third amendment of the Panchayati Raj Act. While the NC has maintained that the act couldn’t be implemented in the state, the Congress says the implementation of the act was pivotal in empowering the grassroot institutions in India.
