General Buhari Did Not Build Any Refinery In Nigeria - Doyin Okupe A presidandential candidate running on the strength of character as an honest man with unquestionable integrity should neither lie nor engage in deception of the electorate. The 1st Port Harcourt refinery was acquired frm Shell and developed by Gowons government in 1975. The second, the warri refinery was concieved by the Gowon administration in 1974. The contract for the construction was awarded by the OBJ govt in 1977. Various phases were executed at different times. Shagari completed the 1st phase in 1980. The LUBE section was Completed in 1983 while the Petrochemical section was completed by IBB in 1988. The 4th & largest refinery, 210000b/day was built by IBB in 1989. General Buhari did not build any refinery in Nigeria. He might have performed a statutory duty of signing the contract for kaduna on behalf of his Boss Gen.
