General Sinclair’s lawyer, Richard L. Scheff, said he expected the retirement to take effect within the next several weeks. “He is a highly decorated war hero who made great sacrifices for his country, and it’s right that he be permitted to retire honorably,” Mr. Scheff said. But another lawyer representing the accuser, Jamie A. Barnett, said General Sinclair deserved a greater punishment. “General Sinclair deserves this demotion, but he deserves so much more,” said Mr. Barnett, a retired rear admiral. “The Army only gave him a reprimand and a fine for the devastation he wrought. Our military still has a lot to do to ensure this miscarriage of justice does not repeat itself.”
