General Welfare Clause in the Constitution should be setting a TAX POLICY in the United States that 1. Doesnt pick winners and losers 2. Is applied equally and fairly across the board to Americans 3. Does not punish PRODUCTIVITY 4. Provides incentive for American Companies to hire Americans, in America to make Products that are sold in America and throughout the world.
