General Welfare Clause in the Constitution should be setting a TAX POLICY in the United States that 1. Doesnt pick winners and losers 2. Is applied equally and fairly across the board to Americans 3. Does not punish PRODUCTIVITY 4. Provides incentive for American Companies to hire Americans, in America to make Products that are sold in America and throughout the world. As it is our current Tax Policy with the IRS does exactly the opposite of all of these things. fairtax.org We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
