Genetic activity in bacteria varies daily in natural environments whether they have been affected by human genetic manipulations or hybridization activities or not. Lateral transfer of genetic material is happening all around us... all the time. We do not, and never have, lived in a genetically static environment. I would go so far as to suggest that if some power could halt the mixing of genetic material in our biosphere, life would soon either cease completely or be radically different than what we know today.
