Geopolitical Concepts: The Smart Power - What is it? In his classic work, Soft Power – The Means to Success in World Politics (2004), renowned American political scientist Joseph Nye coined the term smart power, combining the concepts of soft and hard power. This concept provides a suitable theoretical framework to better understand Sheikh Hamad’s strategy. While soft power allows the actor to win others over to him and his cause using attraction and persuasion, hard power is based on the traditional means of applying military and economic pressure and on a country’s financial strength.
