George Weahs CDC Names Secretary General New Party Chairman. The opposition Congress for Democratic Change has named Mr. Nathaniel McGill, Secretary General of the party as acting chairman of the party following the suspension of party Chairman, George Solo. The Grievance and Ethics Committee of the CDC recently submitted its final report recommending that Solo be suspended from all party related activities for two years. The Executive Committee of the party has upheld the recommendations of the Grievance and Ethics Committee, thereby appointing McGill to fill the void. In furtherance of the GECs acknowledged recommendations to fill the void created through the application of the clause of ascendancy in the partys hierarchical structure (as is often done), the Vice Chairman/Adm. being unable to exercise the functions of the office on generally agreeable administrative grounds; whilst the Vice Chairman/Operations, Mr. Mulbah K. Morlu, declined to ascend, citing his expedient obligations to remain focused to completing the rebuilding of the CDCs nationwide operational framework, Mr. Nathaniel McGill, National Secretary General, being nearest in rank, ascended to Act as Chairman pending the holding of a National Congress to be announced soon, stated the CDC. The decision according to the Executive committee in a statement issued Thursday indicated that in its application of the wisdom of concurrence as sufficiently premised on the preponderance of constitutional law and precedence. The National Executive Committee acting on the submission of the GEC, herewith immediate effect formally declares Mr. George Solo suspended from his position for two consecutive years, as of 11 August 2014 to 11 August 2016, the Committee added. The National Executive Committee of the Congress for Democratic Change (CDC) also announced its concurrence with the partys Grievance and Ethics Committee in its final ruling, which calls for; the suspension of Mr. George Solo for two consecutive years, and the creation of a Constitutional review committee to address a few traceable ambiguities in the entitys profound democratic instrument. During official deliberations convened at its Headquarters in Congo Town on 9 September 2014, the institutions National Executive Committee (NEC), unanimously voted to endorse the 17-page findings and corresponding recommendations contained in the Grievance and Ethics Committees (GEC) final report, dated 09/05/2014, and notarized accordingly. Meanwhile, the Committee has setup a Constitutional Review Committee, authorizing the Acting Chairperson, working in consultation with the political leader, to name its membership, which ought to make submission to the leadership in thirty days. The Grievance and Ethics Committee concludes that the National Executive Committees action meets the CAUSE requirement imposed by Article 5 Section 46 of the CDC constitution, as has been severally established and demonstrated in this report. Solo rejected Due Process The committee in the report disclosed that the National Chairman rejected the path of due process within the CDC, failing to appear before the GEC after three citation notices. While the non-appearance of the National Chairman is a less desirable outcome, it does not detract from the norm of due process within the CDC, vouchsafed in Article 5 Section 46 and Rule 14 of the CDC Bylaws. This is the formal investigative report in the case between the National Executive Committee and the suspended National Chairman of the CDC, Mr. George Solo, the Committee declared. In its investigation, the committee noted that on August 13, 2014 it received a formal communication dated August 12, 2014 from NEC requesting an investigation into its August 11, 2014 suspension of National Chairman George Solo, which reversed an earlier August 2 resolution passing a vote of no confidence in the National Chairman and removing him from his position with several charges contained in the August 12, 2014 letter follow.
